The Division of Administrative Hearings is an independent state body whose administrative law judges hold formal hearings when a licensee disputes the facts in an administrative complaint. The judge weighs the evidence and issues a recommended order.
FREC then reviews the recommended order and issues the final order. FREC itself does not conduct the fact-finding hearing when the facts are disputed.
