    Government standards that regulate how structures must be built for safety, separate from zoning, which regulates use.

    A building code sets minimum standards for how structures must be constructed, covering materials, wiring, plumbing, and safety. Compliance is shown through permits and inspections, and a certificate of occupancy is issued when a structure meets the code.

    Building codes regulate how a structure is built. Zoning, separately, regulates how the property may be used.

    Building codes govern construction; zoning governs use. Both apply to a project.
